PayPal currently refuses to put $300 back into my bank account after they cancelled an echeck donation I made. They cancelled it, unbeknownst to me, yet still took the funds from my bank account and placed them into my (now useless) PayPal account, which they have "limited" so that I cannot get my money back.
On top of this, I checked my PayPal account last night to find--to my horror--that I have close to $3000 in it now. PayPal reversed payments I made via them to Best Buy (which you have to use a valid ID to pick up merchandise in store!), Barnes and Noble, iTunes, and a few more big names. I did not ask for a review on any purchase and I even went so far as to call customer service and tell them that I made these purchases!!
If PayPal can get away with doing that to big corporations like the ones mentioned above, how does someone like me stand a chance to ever see my money again?! $300 may not be a lot to some people, but it is to me and my family when it is time to pay the gas bill so our children won't freeze to death at night!

In 2003, (I believe February) I had been running a website hosting business (virtual sales).
As website hosting businesses received a lot of problems with hackers trying to obtain accounts using stolen credit cards.
As I always performed front-line verification using the phone for all transactions, it was fairly easy to find out the people who were wrongfully charged, and let me tell you, if for whatever reason I 'forgot' a transaction somewhere in PayPal (you have to actually click 'process'), within 5 days the transaction is voided.
The problem was due to us not being 'favorable' in the hackers/frauders that would come to our site, because we were too secure, they found a way to get back at us, which was using charge-backs as a way to ensure my revenue was disrupted, which since I used PayPal, was fairly easy to do.
The hackers began a bombardment of false-orders purchasing through PayPal. You can imagine what PayPal thought at that point, and basically with all my customer payments (and around 3-4 big new customers signed up a day before) you can imagine how they felt, much less the new ones.
So despite PayPal freezing my account, they were receiving complaints from the new clients (that signed up a day before) that I didn't provide service. I couldn't pay my server bills, and was basically forced to sell my clients and my company over to another web host, to ensure I got at least 5% of what I put in back.
Here is the kicker, I knew I had some trouble with this type of hacker from the git-go. Before signing contracts with a credit-processing company, first question out of my mouth 'what is your charge back policy'. That is how I've always chosen my processors. I was told multiple times that it was fine just.
Now they want around $1000 out of my pocket now to settle something they caused.
Off note: 2checkout.com did EXACTLY the same thing as PayPal. Verified with them that charge-backs wouldn't be an issue, even after telling them my situation. Almost payed for it in the end however I saw what was happening and caught them in their own words.

I signed up and for a paypal mechant account to process transactions from my website, but made no specific promise to paypal of when my website would be operational.
For many months PayPal has collected payment for the ability to process payments via paypal. Without notice, I discovered the other day that the personal funds in my account were locked and that I can not use, send nor withdrawl my money.
Paypal has refused to release my money, and I have had to borrow money from others until this problem is resolved.

Case Details:
Ordered goods from E-Cig.com and had items missing from order; other items were not ordered. Company refused to rectify order, I contacted paypal to dispute the issue offering to return the wrong items for a refund; but paypal instead sends an auto-responder email stating they don't dispute 'quality' of goods. I never remarked on poor quality, I wrote that I did not receive items I ordered and of the items they did send, they shipped totally wrong stuff. So, I'm out of money thanks to Paypal not investigating as they advertise they do. Auto-Responders is not an investigation.

I sold a laptop on Ebay and Paypal randomly froze my account with limited access. They requested that I provide tracking for the last 3 items that I sold weeks ago. I did the best I could to provide that information. I have had NO claims filed against me, no negative feedback, and the laptop I sold was confirmed delivered and I received positive feedback for it. I called and told them all of this and they continue to keep my account frozed and I am unable to withdraw the $917 for the laptop I sold. He's a happy customer and using the product and I am ripped off by Paypal for my money. I am LIVID. I want to take this to court. Please help.

Case Details:
I purchased eBay item for 735.99. Seller dropped 9000lb item from 6ft. Seller offered 500 dollar refund and stated he would transfer money first thing in the morning. I loaded item and left area to avoid oncoming blizzard. Seller did not refund money after stating he would do so at three different times. I filed complaint with PayPal for " Item not as described." PayPal froze his account and would only let him refund entire amount. of 735.99 in spite of my telling PayPal that only 500 was required to settle dispute. I accepted entire amount and immediately repaid via PayPal the 235.99 to the seller. The money was taken out of my account twice within seven seconds. PayPal phoned seller to request refund. I sent money request to seller for refund. Both to no avail. There appears to be a glitch in the PayPal software that has caused me to lose 235.99. PayPal software team has failed to respond as promised. I am incensed over this entire matter.

Hello, i have few addresses on my EBay / PayPal account.
Recently i bought 2 items from different Sellers (Seller1 and Seller2).
When i got to the payment page - the system bundled both payments into one transaction...
If you look at attached image "email to" field - you will see that Seller2's email address is assigned also to Seller1 (!) part of document [this is bug#1].
That means that Seller1 will never receive payment notification - where my selected ship to address is provided.
Seller1 had to request PayPal for my shipping address. PayPal's software system retrieved incorrect address (my second address) [this is bug #2] and item was shipped there - i discovered all this 2 weeks after item has been sent... Result - item was lost or stolen. The horrible thing is - UPS has proof of delivery!
PayPal rejects my claims - because item was delivered. The Seller has proof of delivery. The case is closed... I lost 248.50 $ and no item...
I called to PayPal and tried to explain that item was shipped to the wrong address - they ignore it...
I opened a case with PayPal technical support team about bug #1, sent them image with highlighted problem - and recieved from them a response (you will laugh):

Pay-Pal has limited my account access and is preventing me from accessing more than $2,000 in funds. They have done this due to suspicious activity, which is me selling electronics on eBay. My customers have received their merchandise through trackable UPS shipping and I have provided this tracking information in Pay-Pal.
They are now asking for receipts proving I purchased the merchandise AND, get this, "My suppliers invoices" proving that my supplier bought the merchandise.
Is it really legal for them to ask for this information and hold my money? I can't imagine it is.

Paypal found in favor of a buyer on an "item not as described" complaint from them that was clearly sent exactly as shown and described in my auction. I was advised to accept the items back and could file an appeal. When I accepted the items back and realized the buyer had kept what pieces they wanted, I was told no appeal would be filed and that I had to pay the dishinest buyer a refund. My account was debited, taken to a negative balance, and immediately frozen while I was on the phone with them and I was told that if I did not pay the refund given to the buyer and bring my account back to a zero balance at once, I would be sued and they would negatively report to the credit bureau and affect my credit rating. I was denied a request to close my paypal account on 2 seperate occasions because of their deceptive practices.

I received $107 in donations, and PayPal has frozen all of my money because one person who submitted a donation used an incorrect email address. Now PayPal is requiring me to provide proof of shipment to this individual even though this was merely a donation and not a product related transaction. Paypals seller protection policy states that your are only protected if you sell to US, Canada and Europe. If you sell to any other country, you are not protected under this policy.. I would refuse and refund customers payments if they purchased an item from me and they were from outside of the policy's protection area.
This started an issue with paypal which lead to my account being limited (Frozen) as I explained that to comply with the "Seller protection policy" I couldn't sell to those countries. Paypal saw it as "Too Many Chargebacks" with lead to freezing my account and keeping my money!
