The second is limited civil, where the ceiling rises to $35,000, the entity discount disappears, and lawyers are permitted, arriving with pleadings, document requests and a schedule measured in many months.

Run the comparison on the amount you would waive against the cost and delay of the alternative, and include your own time in the calculation, because a limited civil case consumes far more of it. There is also a middle path owners forget: the ceiling applies per claim, and separate incidents involving different guests are separate claims. What you cannot do is divide one incident to fit, so a single guest who wrecked two rooms in one stay is one claim against one ceiling. If damage over the limit is happening more than occasionally, that is a signal to revisit deposits and authorisation holds rather than to keep optimising the litigation.
